Description of Project:

The global objective of this Technical Assistance contract is to provide a team of Experts to support the Malawi Government in developing a Monitoring and Evaluation system that will deliver reliable data to allow for a regular monitoring on the Malawi Growth Development Strategy (MGDS), the Performance Assessment Framework (PAF) and the Common Approach to Budget Support (PRBS) 2 indicators.


The Specific Objectives of this contract is to provide support that enables tracking of the Malawi Growth Development Strategy (MGDS), the Performance Assessment Framework (PAF) and the Common Approach to Budget Support (PRBS) 2 indicators for the budgetary support cooperation which reflects the respect for human rights, democratic principles, sound macro-economic management, good governance, including sound public financial management, accountability and effective anti-corruption programmes and the rule of law, that govern the domestic and international policies of the signatories. The focus of the technical assistance will be on the development of systems for generating Health, Education, Gender and Governance indicators. This is in recognition of the fact that these indicators influence decisions on poverty reduction budgetary support to Malawi in line with the PAF.

Services Provided:

  • Follow up with relevant Ministries and other relevant arms of government on Performance Assessment Framework information;
  • Liaise with the Director of Monitoring &Evaluation on how best to establish an Monitoring & Evaluation system for efficient data collection in relation to the Performance Assessment Framework;
  • Review the existing data collection mechanisms and provide options for betterment;
  • Ensure that local indicators conform and are adapted to internationally defined measures;
  • Prepare documentation required for accessing financial support to undertake the improvements proposed to the Monitoring & Evaluation system in terms of human resources, equipment needs etc; .
  • Assess capacity needs gaps in the beneficiary institutions affecting Performance Assessment Framework indicators and devise / propose interventions; and
  • Assist in the alignment of Performance Assessment Framework indicators with the Government of Malawi Monitoring & Evaluation Road Map and the Malawi Growth Development Strategy (MGDS) indicators for consistency.
