Description of Project:

The Global objective of the present project is to identify the possible economic impact of the Energy services sector, and compile information that may be used to develop sector positions and analyze critical issues to be discussed in the WTO Council for Trade in Services.
The specific Objectives of the present project are the following:
- To enhance the understanding of national market structure, including the strengths and weaknesses of the Energy services sector and existing trade flows;
- To improve the understanding of linkages between possible Energy services sector liberalisation and key public policy objectives in this sector;
- To identify elements for the presentation of initial, revised or final offers and options to respond to the specific requests submitted to the country concerned;
- To facilitate interaction among Egyptian negotiators, national policy makers from relevant ministries, the business community, academia and civil society actors and involve these stakeholders in the definition of domestic negotiating positions.
The expected results of the present project are the following:
- Thorough understanding of sector liberalization and market structure, both domestic and international
- Compiled statistical data on the provision of domestic and foreign Energy services in Egypt
- Increased capacity to formulate and negotiate trade policy with regard to Energy services.

Services Provided:

- Delivery of a comprehensive assessment study of the Energy Sector in Egypt in relation with the General Agreements for Trade and Services (GATS).
- Emphasis will be given on the following elements:

- General background about trade in services (such as background on trade in services and the multilateral trading system; GATS principles; Status of negotiations)
o Profile of the Energy Services sector (such as Importance of Energy services in the economy; Identification of all sub and sub-sub-sectors covered and possible modes of supply; Global profile of the Energy services including trends, government procurement, and subsidies; Regional profile of Energy services)

- Sector profile in Egypt (such as Macroeconomic contribution; Market Structure; Technology; Competitiveness; Trends in the Energy services sector; Legislation and supervision; Egyptian status in the Energy services sector ; Government procurement and subsidies in the sector in Egypt; Industry analysis to the Energy services sector in Egypt)
- Potential impact of increased liberalization in Energy services (such as Factors influencing cost/benefit estimates; Impact on sector itself; Economy-wide impact; Estimated cost-benefit from additional liberalization
- Policy recommendations on development of Energy services (such as Suggestions for additional liberalization and possible GATS commitments; Policies to support liberalization efforts)
