Description of Project:

The Sectoral Support Programme on Water Supply and Sanitation (PASAAS Programme) between the European Commission and the Government of Bolivia is a Sector Wide Approach Programme (SWAP) in the sector of water and sanitation financed through budget support and it has the following objectives and key elements: Support to sector reform, development of a new Financial Policy, Sector Investments and Improvement of Public Finance Management.


The objective of this short mission has been the specific analysis of the fulfilment of the conditionalities of the PASAAS programme, established in Addendum 3 of the Financing Agreement that will enable the payments foreseen for the year 2007, thus facilitating the continuity of this intervention. With this objective, particular information has been provided regarding the progress of the programme implementation, facilitating necessary actions related to the payment of resources foreseen for the financial management 2006-2007


In order to reach this objective, the consultant has worked in permanent consultation with the national authorities, the Delegation of the European Commission in Bolivia and the various cooperation agencies. The mission has particularly focused on the revision of conditionalities of the variable section of the Agreement, whereas concerning the analysis of the fixed section of the Financing Agreement, the Delegation of the European Commission has provided the consultant with information and technical support in order to assess the fulfilment of the indicators.


Regarding the variable section of the Financing Agreement, an analysis has been made on the progress of the sector in the strategic aspects indicated in the Agreement (sectoral board, progress of the Foundation for Support to the Sustainability of Basic Sanitation (FUNDASAB), progress of the financial policy etc.) taking into consideration the documentation provided by the Government and at the same time the appreciations of the main actors of the sector, identifying the problems that have arisen through the programme implementation, and also the limitations that have affected the development of the sector. This analysis has been carried out involving the Government of Bolivia, the Cooperation Agencies and other relevant Institutional Actors.

Services Provided:
  • Progress analysis of the conditionalities and indicators during the verification mission of the PASAAS 2006 programme.
  • Proposal elaboration for the fulfilment of the conditionalities foreseen in the Addendum No 3 of the PASAAS Financing Agreement, and liberation of variable and fixed sections foreseen in the Agreement.
  • Search of information, data collection, research and update of the existing data;
  • Data Analysis
  • Meeting, Workshops and consulting with various actors of the sector.
  • Identification and analysis of the technical options for the proposed intervention.
  • Elaboration of preliminary and final reports summarising the proposed solution.
