The European Commission has contributed to Vietnam's transition toward a market economy through the first phase of ETV (ETV 1) from 1994 until 2000, with the Ministries of Planning and Investment (MPI), Finance (MOF) and Science and Technology (MOST) acting as Executing Authorities. ETV 1 supported a number of important activities in the fields of accounting and insurance (at MOF), and on information systems for economic planning at MPI. The second phase of the project (ETV 2) offers further support to Vietnam by opening to new areas like Fiscal Policy and Legal Advisory Services, Taxation and Customs (at MOF). ETV2's overall objective is to improve economic and social development in Vietnam during its period of transition to a market economy. ETV 2 broadly seeks to strengthen policy making and to develop and apply related tools for implementation. It focuses on three main aspects of the existing reform. With regards to revenue collection, ETV2 will seek to accelerate the agenda for reform on fiscal policy and taxation and customs issues. Secondly, ETV2 will enhance the work carried out by Vietnam on Accounting & Auditing Standards, Insurance Development and control of the Insurance Industry. Thirdly, ETV2 will strengthen the preparation of statistical data, reflecting the rapid changes affecting the Vietnam economic environment. The mid-term evaluation of the ETV2, will provide the decision-makers in the Government of Vietnam, in particular the Project Task Force (PTF), the Ministry of Planning and Investment in its capacity as Executing Authority, the Ministry of Finance, the Directorate for Standards and Quality (STAMEQ), the relevant external co-operation services of the European Commission and the wider public with sufficient information to:
The mid-term evaluation study responds to the requirements of the last phase of the project cycle and the issues to be evaluated refer to the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (EC added value and coherence). In particular, the consultants must review the objectively verifiable indicators (OVIs) of achievement for all components and suggest SMART OVIs where necessary. |
