One of the main objectives of the present project is the increased need for strengthening the link between national and regional policies on economic integration. All too often regional policies are not followed through at national level. Within the context of the 10th EDF programming, it should therefore be strongly encouraged that economic integration and Economic Partnership Agreements (EPAs) are fully integrated in the Eastern and Southern Africa (ESA) countries regional and - even more importantly - national development strategies (where most funds are available). At the regional level, trade related assistance is currently the main focal sector, and is foreseen to remain the main focal sector of the 10th EDF. At Zambia national level, trade related assistance can be considered de facto as a non focal sector. EC is participating in a broad Private Sector Development (PSD) programme also covering trade issues, in close coordination with other partners (in particular EU). Support to regional integration, trade and EPAs should take place both at regional and national level. Regional strategies must be taken into account when designing national strategies and programmes, and vice-versa. In a nutshell, regional programming will support regional cooperation, the implementation of Economic Partnership Agreements (EPAs) and trade opening, and national programming will support implementation of regional, Economic Partnership Agreement (EPA) and multilateral trade reform, with a particular emphasis on the elimination of the supply side constraints it is essential to fully integrate economic integration and Economic Partnership Agreement (EPA) within Eastern and Southern Africa (ESA) development strategies at regional level and - even more importantly - at national level, where most EDF funds are available. The tasks in this area will essentially be the definition and formulation of the mentioned links. But setting up these coherent links national-regional-EPA, involve not only close co-ordination with national and regional authorities, but also with EU Member States and other donors, such as the World Bank and USAID. |
