Description of Project:

The global objective of the present project is the preparation of ex-ante evaluation of the Operational Programme "Environment" in conformity with EC Council Regulation laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund, Working Paper on ex-ante evaluation for the new programming period, 2007-2013 and Cohesion Policy in Support of Growth and Jobs: Community Strategic Guidelines, 2007-2013. The project is to provide independent analysis of the Operational Programme "Environment", to make appropriate recommendations for adjustments on the basis of the analysis, to propose improvements of their quality (content) and last but not least to optimise the allocation of budgetary resources under the priorities and measures of the Operational Programme.


The Specific objectives of this project are the following:

  • To appraise medium - and long term needs, the goals to be achieved and to assess the impact of the proposed objectives, priorities and measures within the Operational Programme, taking into account the specifics of the country/sector.
  • To optimise the allocation of budgetary resources under the priorities within the Operational Programme.
  • To appraise the quantified targets.
  • To appraise the Community Added Value from the implementation of the Operational Programme.
  • To assess the quality of the procedures for implementation, monitoring, evaluation and financial management.
  • To provide for conformity with the new proposed EU regulations for the next programming period, the Community strategic guidelines, the national priorities defined in the NDP 2007 - 2013/National Strategic Reference Framework.

By meeting these objectives, it is expected to improve the overall quality of the Operational Programme "Environment" as well as to contribute to the establishment sound grounds for the implementation of Structural and Cohesion funds in Bulgaria in the programming period 2007 - 2013.

The ex-ante evaluation shall aim to optimise the allocation of the budgetary resources under the Operational Programme and improve its programming quality by making ex - ante evaluation of the Operational Programme.

  • Evaluation of the analysis of the current situation in sector "Environment" and the SWOT Analysis of the Operational Programme "Environment"
  • Assessment of the objectives and priorities of the Operational Programme
  • Evaluation of the economic rationale of the strategy and its consistency
  • Appraisal of the coherence of the strategy with national policies and the Community Strategic Guidelines
  • Assessment of the financial allocation for the purposes of Operational Programme "Environment"
  • Quantification of the Objectives
  • Evaluation of expected impacts and justification of the general policy
  • Assessment of quality of the implementation and monitoring mechanisms
  • Assessment of the measures (type of activities), which will implement the priorities
