Description of Project

 

The overall objective of the project is to assist the Government of the Kyrgyz Republic to establish an effective system of general and vocational education and training, capable of delivering high quality services, maximising the potential of the available human resources and responding to the needs of a rapidly changing labour market.

The activities of this project are divided into five components:
Component 1: Strengthening the institutional and human resource capacities of the MoES and AVTE/MoLEM to develop and manage educational policy.

Component 2: Strengthening the institutional and human resource capacities of the MoES and AVTE/MoLEM to prepare, manage, monitor and report upon medium-term and annual budgets for the Education Sector.

Component 3: Development of a Results Oriented Management system, together with an associated performance monitoring system
Component 4: Strengthening the institutional and human resource capacities of the local authorities to prepare and manage budgets for the Education Sector
Component 5: Support to the contracting, management and monitoring of the VET Grant Scheme

 

Services Provided:

 

• Enhancing the institutional and human resource capacity of the Ministry of Education and Science, the MoLEM/AVTE of the Kyrgyz Republic and other relevant state bodies through support to policy development, functional restructuring and training
• Improving the financial planning, budgeting, management, monitoring and reporting within the MoES and the AVTE, as it relates to the Education Sector, and installing appropriate procedures, quality controls and fiduciary checks to ensure the transparent and efficient management within potential future budget support from the EU side.
• Supporting the introduction of a Results Oriented Management approach within the MoES and the MoLEM/AVTE
• Strengthening the institutional and human resource capacities of the Departments within the various tiers of local government (oblast, raion and aiyl okmotus) responsible for financial planning, budgeting, management, monitoring and reporting, as they relate to the Education Sector
• Support the Commission Services in the day-to-day management and monitoring of an EC funded Grant Scheme in support of Vocational Education and Training
