Description of Project

The overall objective of the project is to reinforce the overall modernisation and flexibility of the vocational education and training (VET) in Croatia so as to improve its labour-market relevance and responsiveness to structural changes in Croatian economy in compliance with the EU acquis in relevant fields. The purposes of the project are the following:
• To foster introduction of the new, high-quality curricula, based on the results/milestones of the CARDS/IPA VET programme, and related systemic approach to the development of innovative culture in the VET schools in line with the needs on the labour market at the local and/or regional level;
• To develop professional capacities of the AVET and the VET schools for successful preparation and implementation of the IPA IV HRD grant scheme and future projects that will be financed from the European Social Fund (ESF).

The project is divided into 2 components, which are the following:

Component 1
1.1: Efficient planning and implementation of VET school based innovations and the pilot-activities related to the introduction of the new VET curricula introduced;
1.2: Essential elements of the strategic framework for the VET school-based innovations are identified and prepared for putting in place;
1.3: Practical tools necessary for efficient planning and monitoring of the VET school based implementation and the pilot-activities related to the introduction of the new VET curricula are developed in line with the specific needs at the national/regional level.

Component 2
2.1: Tailor-made capacity building solutions for VET schools aimed at the efficient introduction of new curricula/other VET-school based innovations and the ESF-type of measures are developed and tested;
2.2: The potential grant beneficiaries (IPA grant scheme for VET schools) are familiar with the principles, mechanisms, regulations and procedures concerning the IPA and capable to cope with them;
2.3: Targeted assistance to the AVET in the implementation/monitoring of the IPA grant scheme for the VET schools is ensured.

Services Provided:

• Establishment of a Working Group (involving key strategic/social partners, professional associations and independent experts) and provide guidance in carrying out comprehensive stock-taking of positive experiences related to the curriculum-led and other innovations at the school level and available mechanisms for the mainstreaming of VET innovations.
• Design and delivery of training for relevant staff members of the AVET, the MoSES and key social partners on VET topics (strategies, measures, new curricula, innovations in pilot-schools etc)
• Organisation of a study-visit for the key staff members of the AVET, the key VET stakeholders and the VET school principals to an EU country with an aim of examining concrete experiences of VET institutions and former pilot-schools related to the pilot-testing of the curriculum-led reforms as well as systemic introduction of the school-based innovations.
• Organisation of discussion panels at the cross-county level by involving VET schools, local authorities, social partners and other key stakeholders and the systematic policy/practice improvements related to the development of diverse innovations in VET schools.
• Identification of priority areas and delivery of integrated recommendations in a form of a strategic document for systematic policy/practice improvements related to the development of diverse innovations in VET schools.
• Design of Tool Kits for the AVET and user-friendly manuals for VET schools.
• Selection of a pilot-group of trainers (combination of the AVET staff and independent specialists with the professional background in education/VET).
• Conduct a training needs analysis of the pilot-group; Design and production of relevant training materials and execution of a modular Training-of-Trainers (ToT)
• Design and delivery of a pilot-training at a cross-county level for selected VET schools.
• Organisation of information workshops on the IPA grant scheme that will be launched under HRD OP measure 3.1 on innovation in VET schools.
• Establishment of a help-desk (in cooperation with AVET staff) that provides information and assistance to the potential grant beneficiaries:
• Organisation of appropriate training sessions for the experience of the grant assessors recruited to ensure their familiarity with the Guidelines for Applicants (after publication) and other AVET standards related to the introduction of new curricula/school-based innovations;
• Organisation of a one day workshop for all grant beneficiaries to brief and train grant beneficiaries as required to ensure they can fulfil grant reporting obligations;
• Publication and dissemination to VET schools and government bodies and institutions a compendium of projects funded showing specific objectives/expected results and key activities of each grant contract at the beginning of implementation.
