Description of Project

Overall objective
To support the implementation of Albania's education reform strategy with special focus on Pre-University Vocational Education and Training.

Purpose
The purpose of this action is: To support the Ministry of Education and Science to consolidate on-going VET reforms in Albania.

Results to be achieved by the Consultant
The Consultant is expected to work with the Albanian stakeholders to facilitate the achievement of the following results:

• Result 1: Continued professional development and training of vocational education staff of the Ministry of Education and Science at regional and school level.

• Result 2: The variety of vocational education and training programmes in Albania has been surveyed and identified.

• Result 3:Capacities for the implementation of vocational education in the Albania Qualification Framework strengthened.

• Result 4: An action plan for the establishment of a national network of Regional Vocational Education and Training Centres.

• Result 5: Detailed technical specifications prepared for the Ministry of Education and Science for the purchase of equipment and technologies for renovated and new vocational education schools.

Services Provided:

• Training of 120 vocational education teachers in the new skills and knowledge required for teaching 12 curricula in the new vocational profile qualifications at vocational level two in electrical technical and mechanical sectors.
• Training for 70 VET teachers involved in 7 Electrico-Technical vocational profiles and 50 teachers in 5 mechanic skills profiles. The training will be based on training needs analyses of the skills and knowledge required by the teachers to provide training to the students.
• Organisation and Facilitation of 26 regional roundtables. The purpose of the round tables are to share information, experience and lessons learned between vocational education teachers from pilot schools and vocational education teachers from non pilot schools on development and implementation of school based curricula from national frame curricula for vocational education at level 1
• Training of 41 school directors and 41 school vice directors from vet schools on the modern school based management practices.
• Training for school directors and vice directors is expected to be undertaken appropriately sized groups.
• Organisation and facilitation of 2 national roundtables for Regional Directors to share information, experience and lessons learned on the vocational education reform in Albania and identify implications for co-operation between regional directorates and vet schools and the national ministry of education and science.
• Organisation a national conference to identify progress and recommendations for the inclusion of vocational education in the Albanian Qualifications Framework.
• Organisation of a national conference to promote the discussion and sharing of experience vocational education reform in Albania.
• Designing, organising and implementing of a survey of vocational education training programmes in the public and non public sectors in Albania.
• Organising a study tour activity for the Ministry of Education and Science (MoES), National VET Agency (NAVETA), Ministry of Labour, Social Affairs and Equal Opportunities (MoLSAEO) and social partners in an EU member state on the introduction and management of vocational education and training in national qualification framework.
• Preparing of an action plan to set up a network of Regional Vocational Education and Training Centres.
• Preparing of technical specifications for the purchase of equipment and technologies for renovated and new vocational education schools.
