Description of Project:

The Government of Zambia (GRZ) recognises the importance of a sound National Statistics System (NSS) and reliable and timely statistics, as a precondition for monitoring, evaluating and making informed policy-decisions. The Fifth National Development Plan (FNDP) includes a dedicated chapter on the monitoring framework, spelling out the role of the Central Statistics Office (CSO) and line Ministries in providing both administrative and survey data. A National Strategy for Development of Statistics (NSDS) for Zambia is being finalised by the CSO to better articulate the Zambian NSS. Cooperating Partners (CPs) active in this sector are ready to support the NSDS once it is officially launched, in a coordinated and structured manner. The draft NSDS and the related institutional assessment analysis spell out the main challenges of the sector, ranging from institutional weaknesses, to technical deficiencies in the quality, analysis and dissemination of data produced, as well as poor coordination among the relevant stakeholders. Against this background, the EU had set aside funds in the Country Strategy Paper (CSP) for supporting data strengthening, and this proposed programme of support to the NSS is fully consistent with that endeavour The objective of the project is to support the Zambian policy makers to take decisions on the basis of good quality statistics, in particular in order to inform the National Development Plans in all its phases. • preparation of an Action Fiche detailing project results, activities and associated funding • Drafting of a feasibility and Design Study Report which identifies of interventions that would be proposed with outline Terms of Reference so as to ensure a sound implementation of the project based on best practices, lessons learnt and the EU Backbone Strategy for Technical Cooperation Reform. • analysis of alternative strategic options and technical solutions for the proposed project; • consultation meetings with decision makers/stakeholders, and participatory planning workshop(s); • preparation of design and technical specifications; • preparation of the draft and final feasibility study report. |
