Description of Project:

The overall objective of the project is to support the implementation of Ukraine's Energy Strategy. The specific objective of this project is the capacity development within the Ministry of fuel and energy of Ukraine for management, implementation, reposting and monitoring the budget support programme on support Ukraine's energy strategy implementation.
The results to be achieved during the project are the following:
• The Ministry of Fuel and Energy is sufficiently robust to ensure effective implementation management, reporting on and monitoring of the budget support programme.
• The Staff of the Ministry of Fuel and Energy is provided with all necessary trainings on the issues related to management, monitoring and reporting of the budget support programme.
• Analysis of and the recommendations on alignment of the Energy Strategy of Ukraine until 2030 with the EU energy objectives are developed.
• An effective monitoring system to monitor fulfillment of the indicators identified by the Financing Agreement for the budget support programme is developed and implemented.
• An effective mechanism for the joint review and collaboration of all stakeholders involved in the budget support programme on support Ukraine's energy strategy implementation is developed.
• Ad hoc assistance provided relevant to the implementation of the budget support indicators, including in the field of approximation of the energy legislation to the EU energy acquis.
• Ad hoc assistance provided relevant to implementation of the provisions of the EU-Ukraine Joint Declaration on modernisation of Ukraine's gas transit network
• The visibility of the first EU funded budget support operation is ensured in accordance with the provisions of the latest Communication and Visibility Manual for EU External Actions concerning acknowledgement of EC financing of the project.
• Mid-term evaluation of the Budget support programme implementation properly prepared.

Services Provided:
• Capacity Building and assistance to the Ministry of Fuel and Energy
• Thorough Study of existing data collection and reporting system as well as information technology infrastructure in the Ministry; Development of practical recommendations on its improvement.
• Design and Implementation of a data collection and analysis system aimed at managing information in the Ministry, in particular related to the budget support programme implementation.
• Preparation and organisation of seminars, training sessions, thematic discussions and Working Group Meetings.
• Ad-hoc assistance related to the fulfilment of indicators for the budget support programme.
• Review and analysis of the Energy Strategy of Ukraine until 2030 for its compliance with the EU energy policy objectives and key elements of the EU norms related to energy.
• Development of recommendations related to necessary improvements in legislation relevant to the of the indicators for the budget support programme in line with the EU energy acquis, including drafting and translation of such legislation if necessary.
• Ad-hoc assistance related to implementation of the provisions of the EU-Ukraine Joint Declaration on modernisation Ukraine's gas transit network, in particular on financial aspects and in preparing the loan packages.
• Preparation of the Mid-Term Evaluation of the Budget Support programme.
• Ensuring communication and visibility of the action; development and support of the web page, containing information about progress on budget support programme implementation.
