Description of Project:

Project’s objective:
The overall objective if the project was to support the Serbian Administration in the preparation and delivery of effective EU projects in accordance with EC procedures for IPA programming and contracting, and to enhance and reinforce the Serbian capacities in the context of the EU pre-accession process and the management of the IPA.
The project purpose was to increase the quality of project implementation under the IPA programmes through the provision of support to Line Ministries (such as Ministry of Transport and Ministry of Environment)and other agencies in the identification, screening and preparation of project documentation and tendering documentation.
The Project Preparation Facility IPA 2008 (PPF 2008) also supported the NIPAC, and NIPAC services such as SCO and NIPAC TS (DACU), line Ministries and other key stakeholders, in the preparation of relevant project documentation for major and non-major environmental infrastructure projects for IPA components III and IV, as well as project fiches with associated tender documentation (ToRs, Twinning fiches) for the IPA component I APs 2011/12/13.
The project prepared all associated project tendering documentation under the 2011/12/13 APs, a pipeline of projects environmental and transportation projectsfor future National, IFI and other funding streams and build programming and project development capacities in the line ministries/other stakeholders.

RESULT 1:A pipeline of major high quality and financially environmental and transport infrastructure viable projects - major (above 10 MEUR) and non-major (below 10 MEUR) - for financing by EU through IPA component I and, at a later stage, through components III and IV, national and/or IFI / other funding were developed with full tendering documentation.

RESULT 2: Project fiches for IPA component I prepared, in line with the IPA template, and ready for implementation under Annual IPA programmes 2011/12/13 with full project documentation for tendering.

1. Institutional – Organisational Analysis and Development

Institutional strengthening development support in programme planning and management of the EU IPA Programme;

Advised on setting up effective institutional structures for optimum management and implementation of EU IPA Funds programmes;

Conducted compliance audit: comprehensive review of the two line Ministries’ adherence to regulatory guidelines, for previous conducted investments in the country in the environment and transport sectors
2. Project Preparation and Appraisal

Designed Infrastructure project fiches suitable for EU IPA funding in 2011 - 13;

Conducted detailed Environmental Impact Assessment for the design of transport and environment projects
3. Procurement, Tendering and Contracting

Preparation and Checking of Tender Dossiers,

Assistance in preparation of project Terms of Reference;

Advice and On-the-Job Training on Procurement under FIDIC conditions

Extensive Training in EU programme management, project appraisal, preparation and procurement, financial analysis and management, financing options, strategic environmental assessment, environmental audits, environmental impact assessment, project implementation monitoring, evaluation and control.
