Description of Project:

Overall Objective: Supporting the Managing Authority for the Sectoral Operational Programme Human Resources Development and the Intermediary Bodies capacity in view of SOPHRD implementation and efficient and effective management.

Support for consolidating the institutional structures at central, regional and local level for the purpose of acquiring an efficient system regarding the European Social Fund (ESF), an adequate system of administration and implementation of the Sectoral Operational Programme "Human Resource Development" (SOP HRD) as well as ensuring a high funds absorption level.

With the focus of the Project being on the operational aspects of developing a system that is capable of absorbing such large amounts of funding, and given that the institutional and legal framework are already in place in the context of the previous projects, our Project will aim at a four-pronged capacity building approach that will:

i) Assist in operational aspects of launching calls for proposals, evaluating and contracting projects, and also in monitoring their implementation;
ii) Provide recommendations to specific procedural issues as defined in the Project Activities;
iii) Increase capacities of staff dealing with Project and Programme implementation;
iv) Increase capacities of beneficiaries to manage Projects and potential beneficiaries to design Projects.

The Project Results are directly correlated with the above objectives and the Activities to be implemented, divided into 2 Components. These are summarised below:

Increased capacity of MA SOP HRD and IBs in preparing the calls for project proposals and selecting the financing applications submitted under SOPHRD.

Result 2 - Component 2:
Increased capacity of MA SOP HRD and IBs with a view to continuing improvement and rendering more efficient the implementation of projects funded under SOP HRD

Services Provided:

  • A Component 1- Increasing MASOPHRD and IBs capacity to prepare calls for project proposals and select financing applications submitted under SOPHRD.

Objectives:
• To improve the current Applicant Guidelines and thus increase the number of approved Projects;
• To increase the awareness and capacities of potential beneficiaries;
• To develop a database of experienced and trained independent evaluators for each KAI;
• To appraise and select projects for financing;
• To analyse the quality of projects from the previous and next rounds of calls for proposals;
Activities:
• Analysis of current Applicant Guidelines and suggestions for improvements
• Development of a specific training programme and curricula to ensure dissemination of information included in the Applicant Guidelines towards the potential beneficiaries of SOPHRD
• Implementation of the specific training programme for potential beneficiaries of SOPHRD
• Assistance for the project appraisal process at the level of projects funded by ESF under SOP HRD.
• Elaboration and updating of an analysis on the quality of projects

Component 2- Increasing MASOPHRD and IBs capacity to improve and render more efficient the implementation of projects funded by SOPHR.


Objectives:
• To analyse the current procedures in SOP HRD implementation on an ad-hoc basis and recommend solutions;
• To increase the capacities of MA and IB staff on structures and procedures;
• To support the MA and IBs in on the spot monitoring and project implementation;


Activities:
• Analysis of existing procedures both at MA and IBs level and at project beneficiaries' level, in order to identify possible weaknesses and bottlenecks
• Development and implementation of a specific training programme for the structures involved in SOPHRD management
• Support for MASOPHRD and IB to improve and render more efficient the implementation of projects funded by SOPHRD
• Increasing MASOPHRD and IB capacity to support the implementation of projects funded under SOP HRD, including supporting partnerships implementing the projects.
