Description of Project:
|
The overall objective of the project is to design and apply new business processes in five pilot regional and local offices in Ukraine so as to improve the system of social assistance provision.
The Results to be achieved are the following:
- Enhanced efficiency of internal workflow of the pilot regional and local offices via the design of new business processes, a new office organizational structure and job descriptions;
- Enhanced efficiency of the work processes of the pilot regional and local offices via the provision of recommendations on the unification of collection of operating data and official and statistical reports;
- Improved methodology and periodicity of an evaluation system designed to assess effectiveness of performance of regional and local offices;
- Improved accountability via the provision of legislative recommendations on decentralising the system of social service assistance;
- Increased job performance of the staff at the pilot regional and local offices via capacity building on new business processes and tools.

Services Provided:
|
- Support to the Ministry of Labor and Social Policy in the implementation of the Pilot Projects via setting appropriate indicators and developing the methodology and periodicity of their evaluation;
- Provision of methodological assistance and on-the-job training to the Pilot regional and local Offices in developing strategic planning, service quality control and administration skills;
- Conduction of functional and organizational audit by: (a) analysing the organizational structure of each pilot office and its subdivisions; (b) determining the scope of the works performed and the actual consumption of working time to ensure completion of each specific sub-process; (c) determining the functions duplicated by several specialists within the limits of one or several subdivisions, and (d) determining the shortcomings of the existing models of work organization;
- Development of operation efficiency indicators (key performance indicators – KPI) for the Pilot Offices and setting up of a methodology for their measurement;
- Analysis of the existing procedure of electronic and paper documents circulation in the Pilot Offices, internally and in relation to other organizations (the Ministry of Labor – Regional Office – Local Office);
- Development of recommendations on the unification of collection of operating data and official and statistical reports based on the results of the Pilot Projects’ implementation;
- Identification and description of the main risks related to the implementation of the new business processes, and formulation of recommendations on possible ways to avoid the risks and to mitigate or to solve problems.
