Description of Project:

The overall objective of the project is to enhance the delivery of the Government’s Development Strategy through support to sound development programmes financed from the European Development Fund (EDF) and Budget Lines.


The purpose of this project is to improve the institutional capacity of the National Authorising Office (NAO) and Ministries Departments and Agencies (MDAs) in the coordination and management of development assistance and trade issues. More specifically the Project will provide support for the NAO within the Ministry of Economic Development by providing assistance in all aspects of programme preparation, coordination, implementation, monitoring and evaluation and progress reporting with the aim of enhancing the delivery of the Government’s Development Strategy.


The Results to be achieved in the project are the following:

  • Strengthened institutional capacity of the NAO Office in executing the functions and responsibilities of the National Authorizing Officer articulated in Article 35 of the Cotonou Agreement and other MDA's to effectively coordinate external support for Belize’s development strategy.
  • Strengthened capacity of Belizean trade related organisations in response to globalisation and trade liberation.
  • Improved Public Financial Management in Belize

Services Provided:

  • Detailed Institutional Capacity Assessment (ICA) of the National Authorizing Office in accordance with the EC Project Cycle Guidelines.
  • Implementation of the Training Needs Analysis of the NAO prepared under the previous NAO Support to address the skills and competency gaps in the NAO.
  • Establishment of a comprehensive Training Programme for Staff of the NAO and develop individual training sheets for the NAO staff linked to a continuous performance assessment.
  • Provision of assistance and facilitation of EDF and Budget line projects in all phases of the project cycle
  • Provision of “on the job” training through coaching, mentoring, case study approach and working sessions in PCM, EDF/Budget Line Procedures.
  • Implementation of a strategy for coordination, programming, regular monitoring and periodic implementation review of Belize-EU co-operation
  • Assistance with identifying, programming and coordination to ensure access to funding from other EC sources which Belize may qualify for such as all ACP Programmes, Regional Programmes, EPA assistance, European Investment Bank(EIB) , Centre for Development of Enterprise (CDE)
  • Assistance to the Caribbean Community Climate Change Centre (5Cs) and the national climate change programme in implementation and follow up activities of regional and national climate change projects.
  • Setting up a system to identify and prioritise relevant conferences, seminars and sensitization activities, which be of benefit to the participation Belize Officials or Non State Actors.
  • Support to the Ministry of Economic Development in the coordination, monitoring and status reporting of ALL external assistance.
  • Assistance to the NAO in conducting activities to increase understanding on EPA-Trade related issues including needs assessments.
  • Assistance to the GoB in identifying and implementing training in technical matters and negotiation skills with relation to trade related issue.
  • Assistance to the NAO and the Ministry of Finance in identifying and implementing studies and provision of technical assistance in Public Finance Management (PFM), governance, and tax reform in line with the PEFA recommendations
