Objective of the assignment

 

The objective of the consultancy is to assist the Judicial Legal Council (JLC) by developing a set of recommendations based on best European and international practice for strengthening its technical capacity in the areas of selection of judges, evaluation of judges’ activity, their jurisdiction, promotion and disciplinary proceedings as well as other issues related to administration of courts and judges in Azerbaijan. This objective will be realized through institutional strengthening and lay the basis for further effective operations of JLC.

 

Scope of Work and Work Methodology

 

Under this assignment the consultants shall (i) hold consultations with counterparts and stakeholders on the subject; (ii) carry out analysis and needs assessment of the existing activities of Judicial Legal Council with the view to recommending changes to the regulatory framework, if necessary; (iii) based on the needs assessment report, develop a set of recommendations and an Action Plan/Matrix for institutional strengthening and capacity building of the JLC, based on best European and international practice in the judicial sector.


The above mentioned documents shall serve as a practical guide in achieving the following goals: (i) making legislative changes, if necessary; (ii) assessing and making proposals on improving and further developing internal organizational structure, administration, and program development that would be able to support effective operation of the Judicial Legal Council  (iii) suggesting the principles, practices, and processes that affect growth and improve selection, evaluation of judges’ performance, promotion, disciplinary action for judges; (iv) proposing physical and organizational needs for the Judicial Legal Council (necessary facilities, equipment, furniture and similar needs); iv) assist in identification.

Services Provided:

  • The deliverables of the assignment will be the following:
  • Analysis and Needs Assessment Report, to be submitted to the PIU within 3 month of the start of the assignment; in which the initial findings on state of affairs shall be mentioned and the strategy on further implementation of assignment, including detailed plan of activities.
  • Draft Recommendations Package and the Action Plan within 6 months of the start of the assignment; Final Report shall include the evaluation of the achievement of project results. The emphasis of the report shall be put on practical recommendation for future strengthening of JLC activities.
  • Conducting 1 Workshop within 1 month after delivery of Draft Recommendations Package and Action Plan
  • Final Recommendations Package and Action Plan within 3 weeks from the conclusion of the final workshop/seminar.
  • Monthly progress reports, to be submitted every month after the start of the assignment.
