Description of Project:

The overall goal of this contract is to produce a study for Mapping Stakeholders and Actors at European Level and accession countries in relation to gender equality work.


The main objectives are to: map these actors and gather their contact information and to map their interests and needs as well as the interests and needs from individual stakeholders in relation to gender equality work.


Objectives of the study

  • Developing a Stakeholders analysis in relation to EIGE’s gender equality work, mapping their interests and needs,
  • Mapping Stakeholders’ and Actors’ information organised in a format (simple database) that (i) enables EIGE  to manage and update the information continuously in an autonomous way, (ii) includes contact information and makes cross – reference search available.


Information should be organized according to the following perspectives:

  • A geographical perspective
  • A governance perspective
  • A knowledge and research – based approach
  • A social partners perspective
  • An organised civil society perspective
  • Other networks and organizations
  • Individual stakeholders
  • A thematic perspective

Services Provided:

1. Inception Phase
  • This initial stage of the Study will involve an elaboration of the study’s appropriate methodological tools and research design followed by examination of existing published material and research in the field, and assessment of the most critical issues to be addressed. It will provide a basis for a dialogue between EIGE and the consultant on the main body of research and analysis to be conducted in the implementation phase.

2. Implementation Phase
  • Over the Implementation Phase the Consultant will step into the full-scale conduction of the Study. Throughout this Phase, our focus will be to deliver the Stakeholders Analysis in conjunction with the mapping of the information on Stakeholders and Actors and the insertion of the relevant information into a single database. Core findings will be presented within the Interim Report (i.e. 9 weeks after the date of the Inception meeting), and the required modifications will be made followed feedback from the EIGE staff. The outputs of the activities under the Implementation Phase will provide the ‘backbone’ of the activities over the Completion Phase, involving the drafting of the Final Report and the delivery of the Final Database Research on stakeholders and actors on gender equality issues.

3. Completion Phase
  • Throughout the Completion Phase, with 6-weeks duration, the Consultant will conclude the Study, by finalizing the work on the database and by providing a comprehensive summary of the study’s findings. Finally, the Consultant will elaborate a set of recommendations targeted at the main stakeholders, promoting a learning outcomes perspective, and indicating key choices. During this stage the database will be drafted and finalised and a draft and final report will be conducted.
