Description of Project:

The overall objective of the Programme of Support to parliaments is to contribute to the consolidation of democracy in the Democratic Republic of Congo. Parliamentary institutions have in effect a strategic role in this process, which involves drafting of legislation, control of executives and fair representation of the population, all within the context of decentralisation foreseen by the Constitution.


The program of support to the parliaments includes three axes, namely:

  • Support the exercise of parliamentary functions: legislative, oversight and representation
  • Computerise, reorganize, equip the services of Parliament and provincial assemblies (North Kivu and Kinshasa) and training in business meetings (business section)
  • Promote the emergence of interfaces between institutions.

This present service contract involves the establishment of a Programme Management Unit for the Support to the Parliament.


The specific objective of the project is to ensure the coordination, the annual planning, the implementation, the monitoring and the reporting of the three axes of the Parliament Support Programme, as well as the financial and contractual management of actions implemented by the concerned institutes and structures.

Services Provided:

  • Capacity Building of parliamentary staff and administrators.
  • Training of of elected staff and administrators though PPP training (Professional, Practical and Permanent)
  • Organisation of seminars/conferences for parliamentary staff on the functioning of their Assemblies (NA-S and AP).
  • Organisation of seminars/conferences for parliamentary managers on the general administration of a parliamentary Assembly (protocol, archives, stewardship, etc.) and its management, including computing.
  • Preparation of tenders for infrastructure, equipment and services for the implementation of the three components of the Programme.
  • Reception of administrative documents.
  • Hire and evaluate support staff.
  • Carry on tasks that require technical abilities, i.e.: providing counselling to the ministry in charge of decentralization, support in elaborating the decentralization legal framework and supporting its proper diffusion, organizing the management of provincial finances;
  • Setting up of a budget planning and management system, at a provincial level, aligned with poverty reduction goals, mainly through the improvement of basic services and through supporting the organization of the provincial public administration.
