Description of Project:

This project is entitled “Support preparation for IPA component III”, but as it logically builds on the serial of projects entitled the Project Preparation Facility (PPF), it can simply be called Project Preparation Facility IPA 2010 (PPF 2010). The PPF 2010 will support the NIPAC as Strategic Coordinator (SCO), Line Ministries and other key stakeholders in the preparation of relevant project documentation for major and non-major projects for IPA component III.

 

This project will link-up with the on-going IPA 2007 and IPA 2008 Programming and Project Preparation Facilities as described above. In particular the IPA 2007 project is preparing the strategic and programming documents for IPA III and IPA IV (including the Strategic Coherence Framework and the two related Operational Programmes (Economic Development OP and Human Resource Development OP). The PPF 2007 is also setting up a project pipeline for IPA funding including infrastructure projects for Environment and Transport, while the PPF 2008 continues feeding the project pipeline with the new and mature projects.

 

The overall objective of the project is to support the Serbian Administration in the preparation and delivery of effective EU projects in accordance with EU procedures for IPA programming and contracting, and to enhance and reinforce the Serbian capacities in the context of the EU pre-accession process and the management of the IPA.

 

The specific purspose of the project is to increase the quality of project implementation under the IPA programmes through the provision of support to Strategic Coordinator for IPA III and IV, respective Line Ministries and other agencies in the identification, screening and preparation of project documentation and tendering documentation.

 

The results to be achieved are the following:

 

RESULT 1. The existing pipeline of major (above 10 MEUR) high quality and financially viable projects for financing by EU through IPA component III, national and/or IFI/other funding is further developed with full project documentation and tender dossiers.

 

RESULT 2. Several non-major projects (below 10 MEUR) and/or technical assistance projects for financing by EU through IPA component III, national and/or IFI/other funding are prepared with full tendering documentation.

Services Provided:

  • Publicity workshop or information seminar with key stakeholders during the Inception phase for the purpose of announcing necessity of future close cooperation
  • Preparation of a project pipeline of major projects (above 10 MEUR) with full project documentation and tender dossiers to be financed within IPA component III, on the base of the Operational Programme developed for that IPA component. The projects will be designed to support achieving key strategic development objectives in Serbia and meet DG REGIO criteria.
  • Preparation of 1-3 major projects with full tendering documentation focusing on transport infrastructure and environment
  • Assistance with transport infrastructure project preparation for the modernisation of railways infrastructure.
  • Preparation of documentation for related environmental projects for investment.
  • Clarification of project logic and scope, reviewing of the existing documentation;
  • Production of early cost estimates and technical design issues, identify recurrent financing requirements;
  • Preparation of selected projects’ technical documentation including feasibility studies, cost-benefit analysis and funding gap calculations, environmental impact assessments, and other documentation as per DG REGIO application form;
  • Appraisal – screening of developed proposals;
  • Submission of projects to NIPAC/SCO and EUD for review and approval
  • Provision of necessary assistance to bring the selected non-major projects within the priority axis of regional competitiveness to the level of maturity required for investment in accordance with the DG REGIO application form.
