Description of Project:

The overall objective of the project is to assist the Georgian Government in undertaking reforms to further: (i) deepen its democratic process; (ii) further develop a market economy and (iii) facilitate approximation to European values and integration into European Union markets as from the Partnership and Co-operation Agreement (PCA) commitments, and the European Neighborhood Policy Action Plan (ENP AP) priorities, endorsed in November 2006.

Purpose 1: To continue assistance to the Government of Georgia in (a) the development and implementation of reforms/legislative acts consistent with the PCA commitments and with agreed priorities and actions from the EU-Georgia ENP Action Plan; (b) to assist the State bodies in implementing the reforms driven by the ENP AP and integrate them into the government's strategy, programmes and plans, including MTEF, BDD and budget.

Purpose 2: To continue to provide independent and high - quality -demand driven economic and legal policy advice as well as analysis of legislation in key policy areas of the EU - Georgian relations, with a special attention to PCA commitments and priorities included in the ENP AP Chapter IV, section 4 and 5 (Economic and Social reform, poverty reduction and sustainable development; Trade - related issues, market and regulatory reforms).

Purpose 3: Support to Georgia in the fields of EU integration related reporting and PR, including organization of relevant seminars, conferences and other events.

Purpose 4: Policy advice related with foreseen negotiations on Deep and Comprehensive Free Trade, Visa Facilitation and Readmission agreements

Services Provided:

Activity 1: Provide assistance in planning, designing and implementing reforms contributing to EU approximation

Activity 2: Further develop a clear monitoring system

Activity 3:
Undertake economic and political analysis

Activity 4:
Promote exchanges of experience with the other ENP countries

Activity 5:
Develop and deliver tailor made training to high level decision makers, to officials responsible for the implementation of the PCA/ENP AP reforms and to identified target institutions and target groups

Activity 6:
Assist the policy dialogue with public bodies involved in the ENP AP implementation process

Activity 7:
Support the Government on public information and communication policy

Activity 8:
Assist in EU-related activities, integration related reporting and PR activities

Activity 9:
Support the ad hoc activities related to the PCA, ENP AP and future bilateral treaties
